FLORIDA PUBLIC SERVICE COMMISSION REOPENS RECORD FOR PROPOSED TAYLOR ENERGY CENTER


TALLAHASSEE — The Florida Public Service Commission (PSC) today approved a request by the four utility owners of the proposed Taylor Energy Center (TEC) to reopen the record for a limited purpose.  The Florida Municipal Power Agency, JEA, Reedy Creek Improvement District, and the City of Tallahassee filed the motion in order to provide revised economic analyses relevant to the PSC’s extensive need determination review.

The applicants made the request after becoming aware that the amount of savings for the City of Tallahassee’s participation in the TEC was overestimated by $53.9 million.  According to the City of Tallahassee, city engineering staff discovered incorrect modeling assumptions when evaluating the analysis in relation to another project.

 The Commission agreed to reopen the record for the limited purpose of taking evidence on the revised cost modeling for the City of Tallahassee and its effect on the applicants’ petition for determination of need. 

Ultimately, the determination of need is one of many steps the four utility owners of the proposed plant must complete as a part of Florida’s comprehensive power plant siting process. The law requires other state agencies and governmental entities, including the Department of Environmental Protection, the Department of Community Affairs and local governments to evaluate the impacts of the proposed power plant, provide guidance, and, if necessary, recommend alternative options.
