Matthew M. Carter II Assumes Chairmanship of the Florida Public Service Commission


TALLAHASSEE — Commissioner Matthew M. Carter II began his term as Chairman of the Florida Public Service Commission (PSC) at today’s agenda conference. He will serve as Chairman of the five-member panel for two years.

“I am honored to serve Florida’s residents by ensuring that their utility services are safe, affordable and reliable,” said Chairman Carter. “I will work hard to lead the Commission in making balanced decisions that benefit customers and keep our utilities running smoothly.”

The PSC Chairman acts as the Commission’s administrative head and chairs most official agency proceedings. Carter has been a Commissioner since January 2006 and is serving a four-year term.

Chairman Carter serves on the National Association of Regulatory Utility Commissioners (NARUC) Committees on Critical Infrastructure, International Relations and Water.  He is also active in NARUC programs designed to improve regulated companies’ minority business procurement practices.

Because Chairman Carter recognizes the stress that Florida’s rapid population growth is placing on existing water resources, he sought appointment to NARUC’s Committee on Water. The Chairman understands the important role water and wastewater utility regulation has on development of water conservation efforts and water supply alternatives, as well as the state’s public health and economic vitality. 

Chairman Carter’s prior government leadership includes service as the Director of the Division of Land Sales, Deputy Director of the Department of Management Services, and multiple senior staff positions with the Florida House of Representatives.  He also owned a public relations firm and worked in the financial investment industry.

A veteran of the United States Army, Carter served in the Presidential Honor Guard in Washington, D.C. and the First Armored Division in Germany.  After college, he was commissioned a Second Lieutenant in the United States Army Reserve and later the Florida National Guard. He completed a tour of duty with the 124th Infantry in the Panama Canal Zone.

Chairman Carter graduated from Tallahassee Community College, Florida State University, and the Florida State University College of Law. He holds a master's degree in theological science from Smith Chapel Bible University and is currently pastor of the Beulah Hill Missionary Baptist Church in Gretna, Florida.  Chairman Carter is married and has two children.

The PSC is committed to making sure that Florida's consumers receive their electric, natural gas, telephone, water, and wastewater services in a safe, affordable, and reliable manner. The PSC exercises regulatory authority over utilities in the areas of rate base/economic regulation; competitive market oversight; and monitors safety, reliability, and service.
