Fuel Adjustment Hearings Set for November 2 - 4

TALLAHASSEE — Florida’s Public Service Commission (PSC) will hold its annual fuel hearing beginning Monday, November 2, where evidence regarding fuel and purchased power costs for Florida’s five investor-owned electric utilities will be considered to determine 2010 fuel rates.  The Commission will also consider recovery of capacity, conservation, and environmental costs.

Utilities will present testimony at the hearing about their projected fuel and purchased power costs for 2010.  Previous estimates for costs incurred in 2008 and 2009 will also be trued-up to actual costs.  Parties representing consumer interests, including the Office of Public Counsel, will present testimony.

The Commission will consider the testimony and evidence presented, along with staff’s recommendations, and will determine the 2010 fuel and recovery charges for customers of Florida Power and Light Company (FPL), Progress Energy Florida, Inc. (PEF), Tampa Electric Company, Gulf Power Company, and Florida Public Utilities Company.

The fuel charge appears as a separate line item on customer bills.  Utilities are allowed to recover the prudently incurred fuel and purchased power costs necessary to meet customer demand but may not earn a profit on fuel purchases.  Capacity, conservation, and environmental costs are included in the energy charge and not listed separately on customer bills.  FPL and PEF customers will also have nuclear cost recovery amounts, approved this month, included in the energy charge.

The hearing dates, time, and location are below:

Monday, November 2 through Wednesday, November 4
Beginning at 9:30 a.m. on Monday
Betty Easley Conference Center
Joseph P. Cresse Hearing Room (Room 148)
4075 Esplanade Way
Tallahassee, Florida

The PSC is committed to making sure that Florida's consumers receive their electric, natural gas, telephone, water, and wastewater services in a safe, affordable, and reliable manner. The PSC exercises regulatory authority over utilities in the areas of rate base/economic regulation; competitive market oversight; and monitoring of safety, reliability, and service.
