Telecommunications Trilogy

The Telecommunications Trilogy Project was conceived by the PSC's Division of Policy Analysis and Intergovernmental Liaison as a way of bringing new PSC employees and other interested parties quickly up to speed on the many intricacies of telecommunications regulation at the state and federal levels. The project's basic goal was to document all regulatory changes affecting the telecommunications industry from the passage of the landmark Telecommunications Act in 1996 to the present.

Study groups were formed within the Division of Policy Analysis and Intergovernmental Liaison to track regulatory changes in three areas: access charges, interconnection, and universal service. (Hence the "Trilogy" in the project's title.) What resulted, as viewed on the links below, was a document so comprehensive and so useful that it promises to have a long life as a teaching tool within the PSC.
