Argenziano Announces PSC Gunter Award Recipient

TALLAHASSEE — Florida Public Service Commission (PSC) Chairman Nancy Argenziano recently announced that veteran PSC employee Kathy Welch is the “2010 Gunter Distinguished Service Award” winner.  The Gunter Award, named for former PSC Commissioner Gerald L. Gunter, is awarded annually to a PSC employee who has contributed significantly to the development of regulatory policy.

Welch, the Public Utilities Supervisor in the Commission’s Miami District Office, has led or been involved in many of the most complex and cutting-edge PSC utility audits during her 30-year career.  She directs a team of auditors who review books and records of the largest utilities regulated by the PSC.  Their work is critical to Commission decisions because they ensure the financial accuracy of the information presented to the PSC, and their findings often lead to lower rates for consumers.

Commissioner Gunter was first appointed to the PSC by Governor Reubin Askew in 1979; he was reappointed twice to the Commission by Governor Bob Graham to four-year terms, and in February 1991 was appointed to his fourth consecutive term, which he served until his death in June 1991.  He was best known for his ability to clarify legal arguments and regulatory policies and to promote responsible utility regulation in Florida.

The PSC is committed to making sure that Florida's consumers receive their electric, natural gas, telephone, water, and wastewater services in a safe, affordable, and reliable manner. The PSC exercises regulatory authority over utilities in the areas of rate base/economic regulation; competitive market oversight; and monitoring of safety, reliability, and service.
