TALLAHASSEE —
Florida’s Public Service Commission (PSC) will hold its annual fuel hearing beginning Monday, November 1, where evidence regarding fuel and purchased power costs for most of Florida’s investor-owned electric utilities will be considered to determine 2011 fuel rates. Recovery of capacity, conservation, and environmental costs will also be considered.
Utilities will present their projected 2011 fuel and purchased power costs and also true-up previous estimates for costs incurred in 2009 and 2010 to actual costs. Parties representing consumer interests, including the Office of Public Counsel, will also present testimony. The Commission will consider the testimony and evidence presented, along with staff’s recommendations, and will determine next year’s fuel and recovery charges for customers of Progress Energy Florida, Inc. (PEF), Tampa Electric Company, Gulf Power Company, and Florida Public Utilities Company. Florida Power & Light Company’s fuel hearing is currently scheduled for December 13, 15, and 16, 2010.
Utilities are allowed to recover the prudently incurred fuel and purchased power costs necessary to meet customer demand but may not earn a profit on fuel purchases. The fuel charge appears as a separate line item on customer bills. Capacity, conservation, and environmental costs are included in the energy charge and not listed separately on customer bills. PEF customers will also have Commission-approved nuclear cost recovery amounts included in the energy charge.
