PSC Reopens Bid Process for Providers of Florida Relay Service

TALLAHASSEE — The Florida Public Service Commission (PSC) today reopened the Request for Proposal (RFP) process for the three-year contract to provide relay service to the nearly three million hard-of-hearing, deaf, deaf/blind, and speech impaired Floridians.

The Commission asked for a redesigned RFP to include additional objective criteria in the evaluation process, so Commissioners could select a provider that offered the most cost effective service for Florida’s citizens using the relay service.  A newly proposed RFP will be reviewed at a future Commission Conference.

Available 24 hours a day, 365 days a year, the Florida Relay Service (FRS) facilitates telephone calls between people with hearing loss or speech disabilities and other individuals by using special equipment and a communications assistance operator to relay information. The FRS is administered by Florida Telecommunications Relay, Inc., with PSC oversight.

In May, the PSC issued the RFP asking companies to bid on providing the telecommunications relay service system in Florida. PSC staff had recommended Hamilton Telecommunications.  Other companies submitting bids included Sprint Communications Company, L.P. (Sprint) and AT&T Corporation.

The current contract, provided by Sprint, expires on May 31, 2012.
